Gujarat gets World’s first Canal Top 1MW Solar Power Plant



Gujarat Chief Minister Narendra Modi on Tuesday dedicated the World’s First Canal-Top 1 MW solar project on Narmada branch canal network, to the national grid at Chandrasan in Mehsana district.
Modi termed this pilot project to be an innovative merger of “jal and urja shakti” for a greener tomorrow, which virtually eliminates the need to acquire huge tracts of land, as is typically needed in setting up such plants. The project was commissioned within 1,000 days of conception, Modi said.
The trial run of plant shows that solar panels here produced 15 per cent extra power as compared to land installations as the water flowing under the panels keeps them relatively cool, he said.
“This initiative of Gujarat on Narmada branch canal network has the potential to bring down per unit cost of clean energy from solar panels to between Rs 8 to Rs 8.50 in future,” Modi said. “When we had mooted this concept of solar power generation, there were very few takers, so ultimately I had asked the state utility to take up this project, but now lot of people are keen to execute it,” Modi said.
Drawing parallels between solar and coal-based power generation, Modi said that 600 MW of solar power dedicated to the nation by Gujarat recently, would otherwise had required 7.5 lakh tonnes of coal, plus freight cost, working to Rs 250 crore annually.
The state’s solar power initiatives would help nation save Rs 6,500 crore over the next 25 years, besides reducing carbon emissions to the tune of 8 lakh tonnes, Modi said. The solar plant set up at the cost of around Rs 17.50 crore by the US-based Sun Edison and is projected to generate 1.6 million units annually and simultaneously prevent evaporation of 9 million litres of water.
The entire length of SSNL canal network in Gujarat is around 19,000 kilometres and if even 10 per cent of it is used for this type of projects it could generate 2,400 MW of clean energy annually, Modi said. “It would eliminate need of 11,000 acres of land required for a solar project of this magnitude and save 2 billion litres of water annually,” an official statement said.

கேரளாவின் கடல் பகுதியில் தமிழ் மீனவர்கள் இருவர் இத்தாலிய ராணுவ வீரர்களால் சுட்டுக் கொல்லப்பட்டனர். இதை தொடர்ந்து கேரளா அரசு இத்தாலிய வீரர்களை கைது செய்ததோடு கப்பலையும் கைப் பற்றியது. இந்திய அரசும், இத்தாலிய அரசும் கேரளா அரசுக்கு எவ்வளவோ அழுத்தம் கொடுத்ததும் , கேரளா அரசு இத்தாலிய வீரர்களை விடுவிப்பதாக தெரியவில்லை. இதனால் இந்திய இறையாண்மை பாதிக்கப்படும் என்றும், இத்தாலி உடனான நட்பு பாதிக்கும் என்றும், கைது செய்ய கேரளாவிற்கு அதிகாரம் இல்லை என்றும் இந்திய அரசு கேரளா அரசை தொடர்ந்து அழுத்தம் கொடுத்து வந்த போதும் கேரளா அரசு தன்னுடைய மாநில மக்களின் நலன் தான் முக்கியம் என்று இந்திய அரசு கொடுத்த அழுத்தத்தை அலட்சியம் செய்தது. அதன் விளைவாக இன்று சுட்டுக் கொல்லப்பட்ட மீனவர்கள் இருவருக்கும் ஒருவாறு நீதி கிடைத்தது. இத்தாலி இப்போது மீனவர்களுக்கு தலா ஒரு கோடி ரூபாய் நட்டஈடு கொடுத்துள்ளது.
கடல் பகுதியில் சுட்டுக் கொல்லப்பட்ட 2 மீனவர்களின் குடும்பங்களுக்கு இத்தாலி அரசு தலா 1 கோடி நஷ்டஈடு வழங்கியுள்ளதால், இத்தாலி கடற்படை வீரர்கள் விடுதலையாக உள்ளனர். கொல்லம் அருகே கடலில் மீன் பிடித்து கொண்டிருந்த மீனவர்கள் மீது இத்தாலி சரக்கு கப்பலின் பாதுகாப்பு வீரர்கள் நடத்திய துப்பாக்கிச்சூட்டில் குமரி மாவட்டம் நித்திரவிளையை சேர்ந்த அஜீஸ் பிங்கோ, கொல்லத்தை சேர்ந்த ஜெலஸ்டின் ஆகியோர் பலியாகினர்.

இந்த சம்பவம் தொடர்பாக இத்தாலி கடற்படை வீரர்கள் மாசிமிலியானோ, ஜிரோனை கொல்லம் போலீசார் கைது செய்து, திருவனந்தபுரம் மத்திய சிறையில் அடைத்தனர். கப்பலும் பறிமுதல் செய்யப்பட்டது. பலியான 2 மீனவர்களின் குடும்பத்தினரும், மீன்பிடி படகின் உரிமையாளரும் நஷ்டஈடு கேட்டு நீதிமன்றத்தில் வழக்கு தொடர்ந்தனர். இதில், நீதிமன்றத்துக்கு வெளியே சமரசம் காணப்பட்டது. அதன்படி, கொல்லப்பட்ட மீனவர்களின் குடும்பத்துக்கு தலா ஒரு கோடியும், படகு உரிமையாளருக்கு ரூ17 லட்சமும் நஷ்டஈடு வழங்க இத்தாலி அரசு சம்மதித்தது.

நஷ்டஈடு அளிப்பதால் இத்தாலி வீரர்களுக்கு எதிரான வழக்குகளை வாபஸ் பெறும்படி நிபந்தனை விதித்தது. இதற்கு மீனவர்களின் குடும்பத்தினர் சம்மதித்தனர். இதையடுத்து கொச்சி லோக் அதாலத் நீதிமன்றத்தில் இருதரப்புக்கும் இடையே நேற்று ஒப்பந்தம் ஏற்பட்டது. வீரர்கள் மீதான எப்ஐஆரை ரத்து செய்ய கோரி உச்ச நீதிமன்றத்தில் இத்தாலி அரசு தொடர்ந்த வழக்கு நீதிபதி கோபிநாதன் முன்னிலையில் நேற்று விசாரணைக்கு வந்தது.

அப்போது விசாரணையை தேதி குறிப்பிடாமல் நீதிபதி ஒத்திவைத்தார். இரண்டு கோடி ரூபாய் மீனவர்கள் பெற்றுக் கொண்டாலும் , கேரளா அரசு இன்னும் இத்தாலியர்களை விடுவிப்பதாய் இல்லை.

கேரளா அரசை போல் தமிழக அரசு முதுகெலும்போடு நடந்து கொண்டிருந்தால், இந்நேரம் தமிழக மீனவர்கள் 570 பேர்கள் இலங்கை கடற் படையால் கொல்லப் பட்டிருக்க மாட்டார்கள். இது வரை தமிழ்நாட்டு மீனவர்களுக்கு நட்டஈடும் கிடைக்கவில்லை, இலங்கை கடற்படையை சேர்ந்த ஒருவரை கூட கைது செய்யவும் இல்லை. தமிழக அரசு தமிழர்களுகாக இயங்குவது இல்லை என்பது இந்த விடயத்தில் நமக்கு தெளிவாத் தெரிகிறது. வாழ்க கேரளா அரசு!

CHENNAI, India - Carrier Strike Group (CSG) 1 Sailors anchored off the coast of Chennai, India, April 7 for a scheduled port visit as part of Exercise Malabar 2012.

CSG-1, commanded by Rear Adm. Thomas K. Shannon, consists of the Nimitz-class aircraft carrier USS Carl Vinson (CVN 70), Carrier Air Wing (CVW) 17, Destroyer Squadron (DESRON) 1, the Ticonderoga-class guided-missile cruiser USS Bunker Hill (CG 52) and the Arleigh Burke-class guided-missile destroyer USS Halsey (DDG 97).

Exercise Malabar is a regularly scheduled bi-lateral naval exercise designed to advance the U.S.-Indian military coordination and ability to plan and execute tactical operations. The exercise series will encompass approximately 450 nautical miles of sea and air space in the Bay of Bengal.

The exercise will feature both ashore and at-sea training. During the port visit, CSG-1 personnel will attend various pre-sail seminars in Chennai covering topics ranging from air defense and integrated anti-submarine warfare operations to carrier aviation operations and counter-piracy operations.

Cmdr. Peter Yelle, the air operations officer and exercise coordinator for CSG-1, identified the numerous personnel exchanges between the U.S. and Indian ships as a benefit Exercise Malabar provides, and said they are conducive to its success.

“It offers a multicultural interface. We’ll be able to talk [about] how we do things and vice versa. We’ll be able to share information,” he said. “India is a huge strategic partner in this region.”

Events planned for the exercise include liaison officer exchanges and embarks, communications exercises, surface action group operations, helicopter cross-deck evolutions and gunnery exercises.

சத்தீஸ்கரில் மாவோயிஸ்டுகளால் கடத்தப்பட்டுள்ள மாவட்ட ஆட்சியர் அலெக்ஸ் பால் மேனனை மீட்பது தொடர்பாக, டெல்லியில் மத்திய உள்துறை செயலாளர் ஆர்.கே. சிங் தலைமையில் உயர்மட்டக் குழு கூட்டம் நடைபெற்றது. மத்திய ரிசர்வ் போலீஸ் படைத் தலைவர் விஜயகுமார், சத்தீஷ்கர் நக்சல் எதிர்ப்பு பிரிவு ஏடிஜிபி ராம் நிவாஸ் உள்ளிட்டோர் இதில் கலந்துகொண்டனர். அலெக்சை மீட்பதற்கான பல்வேறு வழிமுறைகள் குறித்து இக்கூட்டத்தில் ஆலோசிக்கப்பட்டது. இந்நிலையில் மாவட்ட ஆட்சியரை மீட்பதற்காக மாவோயிஸ்ட்டுகளிடம் பேச்சுவார்த்தை நடத்த , அரசு தரப்பு தூதர்களாக, மத்தியப்பிரதேசம் மற்றும் சத்தீஷ்கர் மாநில முன்னாள் தலைமைச்செயலாளர்கள் நிர்மலா புஜ்ஜும், எஸ்.கே.மிஸ்ராவும் செல்கின்றனர்.
மாவோயிஸ்டுகள் ஏற்கனவே மத்தியஸ்தர்களாக அறிவித்த பிரசாந்த் பூஷண், மணிஷ் குஞ்சம் ஆகியோர் விலகிவிட்டனர். அவர்களுக்கு பதிலாக ஐதராபாத் மத்திய பல்கலைக் கழக முன்னாள் பேராசிரியர் ஹர்கோபால் மற்றும் ஷர்மா மாவோயிஸ்டுகள் தரப்பில் நியமிக்கப்பட்டுள்ளனர். Tamil Nadu to introduce education channel


CHENNAI: Aiming to utilise the state-run cable TV service provider for education purposes also, Tamil Nadu government on Wednesday proposed introducing a separate Education Channel in its Arasu Cable Television Network.

"This would bring quality education to the students at their homes after school hours. It would help all the students get the best tutorials, seminars, lectures and other related programmes which otherwise would not have been accessible to them," School Education Minister N R Sivapathy said.

This was part of the Information and Communication technology initiatives of his department for the year 2012-13, he told the state Assembly.

Further, a SMS-based application to monitor teacher attendance has been developed and this will be integrated with the Education Management Information System (EMIS) which will have the entire database of schools, teachers, students and officials by end of 2012-13, he said.

"The (SMS) application will be activated when schools reopen on June 1, 2012. The attendance of teaching and non-teaching staff will be communicated by the Headmasters to the central server which will in turn transmit the information to all higher officials of the department," he said.

Another technological initiative, the government also proposed was a Smart Card system for school students.

From June 1, 2012 all children in government and aided schools will be provided with the Smart Card which will consist of details pertaining to the child which will be stored in a central server.

"This complete data of children will be very useful for providing all the facilities to the children. This card is also integrated with EMIS," Sivapathi said.

Tamilnadu-Appoint new Cauvery panel chairman: Jaya to Centre


Locked in a row with Karnataka over sharing of Cauvery waters, Tamil Nadu Chief Minister Jayalalithaa on Thursday requested the Centre to immediately appoint a new Chairman of the Cauvery Water Dispute Tribunal.

In a letter to Prime Minister Manmohan Singh, the chief minister said,"...The resignation of Justice NP Singh as Chairman of the Cauvery Water Disputes Tribunal has caused deep concern and anxiety in the minds of the people of Tamil Nadu".

Noting that the Tribunal cannot function without the Chairman as required under the Inter-State River Water Disputes Act, 1956, she said, "as per Section 5A of the said Act, the proceedings of the Tribunal can only be continued if a person is nominated as the Chairman of the Tribunal".

Tamil Nadu had filed a civil miscellaneous petition on March 16 before the Tribunal to take up the pending applications filed by the party States and the Central government under Section 5(3) of the said Act and dispose of the same at the earliest, she said.

"The Tribunal on March 23 had also issued notice about listing of this Civil Miscellaneous Petition before the Tribunal on April 17," Jayalalithaa said, adding that the petition was not taken up due to the resignation of Singh.

"In these circumstances, I seek your personal intervention to appoint a new Chairman for the Cauvery Water Disputes Tribunal immediately," Jayalalithaa said.

Karnataka and Tamil Nadu are locked in decades-long dispute on sharing Cauvery waters. The Cauvery Water Disputes Tribunal, set up by the Centre, had in 2007 given its final award, allocating 419 tmcft water to Tamil Nadu and 270 tmcft to Karnataka annually.

However, Karnataka has challenged the award in the Supreme Court, alleging it gave a raw deal to the state overlooking its requirements and rights.

NP Singh had resigned from his post last week, citing ill health.

Chennai: Court to deliver verdict in Dilshan case

Chennai: A fast track court on Friday will deliver its judgment in the case relating to the shooting down of a 13-year-old boy here in July last year, allegedly by a retired Army officer.

On April 11, Judge Radha after hearing arguments by the prosecution and defence had fixed today’s date for the judgment.


Dilshan, the victim, was allegedly shot dead by retired Army officer Lt Col Ramraj on July 3 after he trespassed into the Army officers' residence in Flag Staff Road here to pluck some fruit.

Ramraj was arrested on July 10. The charge-sheet was filed in August and nearly 70 persons had been cited as witnesses.

Mexican dance student murdered in Tamil Nadu

Madurai:  The Virudhnagar Police in Tamilnadu have arrested a 40-year-old Mexican for murdering his girlfriend Cecile Denise Acosta, also a Mexican who had come to study Mohiniattam at the Kalamandalam deemed University in Thrissur, Kerala. 36-year-old Cecile, had reportedly gone to Srivilliputhur, in south Tamilnadu, to meet her boyfriend Manric, a post-doctoral student of Mathematics at a deemed University in Srivilliputhur, and her 5 year old daughter, who has been staying with him.
